By federal law, the Lifeline program is strictly limited to one benefit per household. A "household" is defined as any individual or group of individuals who live together at the same address and share income and expenses.
If you live at the same address as someone else who already has a Lifeline phone, but you do not share money with them (e.g., you live in a nursing home, a homeless shelter, or rent a room from a roommate), you can still qualify. You will simply need to fill out a "Household Independent Economic Worksheet" during your application.
