You can qualify two ways: through your household income, or through participation in a qualifying government assistance program.

Program-based eligibility

You automatically qualify if anyone in your household participates in:

  • SNAP (Supplemental Nutrition Assistance Program)
  • Medicaid
  • Supplemental Security Income (SSI)
  • Federal Public Housing Assistance
  • Veterans Pension or Survivors Benefit
  • Bureau of Indian Affairs General Assistance (Tribal lands)
  • Tribal TANF or Head Start (Tribal lands, income-qualified)

Income-based eligibility

You may also qualify if your total household income is at or below 135% of the Federal Poverty Guidelines for your household size.
